To fix these issues 

1. Close Civil Pro
2. Go to the user's app data for Civil Pro and delete the files with 'layout' in the name (There should be two folders), it should be sorted. 
3. restart Civilpro
You can get to the %appdata% folder by pasting this in the windows explorer address bar - per below %appdata%\Blue Sky Contracting\CivilPro
